The new behaviour is re-aligned with BlackBox 1.6.

The voting process gets slower and slower.
If center members are too busy to vote or to abstain, we have to find
a different approach to move things forward.

Our (agreed) governance (https://wiki.blackboxframework.org/inde ... tle=Center) says votes normally (at the chairman's discretion) run for 5 days, then are decided if quorate.
I don't remember a single occasion when the period has expired with inadequate votes cast. I have never exercised my casting vote.
