Installing a chairperson

This vote is about installing a chairperson with the following responsibilities:
(0) to make sure that every center member knows about any poll (at least about important questions);
(1) to formulate, start and run the poll after a prior discussion (i.e. make sure that polls are not started without sufficient prior discussion);
(2) when enough center members have voted and an appropriate time has passed, to finish the poll and count the votes;
(3) to start a poll if a group of at least X (number to be later defined) center members request the chairperson to do this.
The chairperson will be elected by a separate poll.
For this poll the following options are set:
- One option per user.
- Re-voting is allowed.
- There is no limit in the voting time set.
