We need more votes to decide this issue.
As I understand the rules (https://wiki.blackboxframework.org/inde ... tle=Center) one more "Abstain" will allow a decision using the short-circuit rule, or two "No"s will allow a decision on the Quorum rule.

Only 3 people did not vote and they can not beat 4, so the voting can be finished now according short-circuit rule.
