This issue is to accept the changes to the documentation about Converters. The new documentation (in several files) reduces the references to Config and instead mentions that registration of a converter can take place in any module.

With Rene Krywult's withdrawal from voting membership I count 11 voting members remaining.
For this vote we have 1 abstention. Hence for a majority vote to pass we need a total of 6 YES votes.
We need one more vote (YES, NO, or ABSTAIN).
