I want to discuss what we can do with the members who are not participating in the discussions and voting for a very long time.
I am suggest to add some criteria for moving members to ExCenter group.
If somebody not write any message and not voted for a half of the year, this is the reason for been moved to this group.
Later person can be moved back to Center group when he appear in any discussion.

I once had a private e-mail exchange with "warnersoft".
He mentioned that he has neither the skills nor the
time to participate in the center. I think he can be removed.

I sent the letter to him with question. Let's wait few days for the answer.

Had got the answer and moved Gary to ExCenter group.

Rene sent a letter, that he can not participate in Center and want to resign now. I am moving him to ExCenter group. He will have ability to participate in all the discussions except votes.
