issue-#45 main window does not refresh during resizing

This issue is about including the changes of issue-#45 (main window does not refresh during resizing)

The fix by Ivan is similar to the one proposed in CPC 1.7 rc5.
The main BB window is now always redrawn when resized, not only when it is enlarged
or, depending on the Windows version, only after the mouse is released.
