Admission of new center members

Friends,
as you all know, Alexey, who was already on the OMI-BB-List, wants to join the "center". This leads us to the fact that we need a procedure on how to handle applications to the "center". I realize that the situation for Alexey may be different than the usual applications, since we already know Alexey and he just missed adding his name to the original list in time. So, if we want, we could use a different procedure now than we will in the future.
I would like to hear your opinions on how to handle applications in the future, and also, if you think that we could decide Alexey's application, before the discussion about applications is finished.

I don't think it's reasonable to give Alexey (valexey) any membership in "center" because of his anti-blackbox sentences and discussions on oberoncore.ru for many years. This makes me think, that there is no need in Alexey as an "active" member.
Anyway, Alexey can be freely involved in discussions as blackboxframework.org member.
If someone knows Alexey better than oberoncore members, i'm ready for disscussion.

I think anyone who wishes should be able to join the 'center'. If for some reason (after joining) issues arise about that person then I believe a vote by the center should be used to remove (restrict) that individual from the center. Should that restriction be 'forever' or for some period of time?

Thank you for your input on Alexey.
How do you think that new applications to the center should be handled? Should anyone simply join up, and if problems arise they should be voted out, or should we simply vote upon new applications, or is there any other method you propose?

For now we should treat with all kindness to any new member, but every "center" member should be more official and objective. This is not very gentle on first sight, but for those, who prefered to become The New "Ominc"-like organisation it's necessary, I guess. Also, I don't think, IMHO, "center" needs more people for now.
In fact, my opinion about valexey is based on his "BlackBox" passive opposition, nothing personal. May be he will be OK and will have success in his Oberon-07 project.

For "center" authority we need some democratic rules for inviting of members. I see the only way for that is voting.
The question "Should the new "center" be like Ominc?" is disputable.

I would strongly prefer 'vote in' over a free admission and later 'vote out' schema
for new center members. Imagine the extreme case!
Now regarding valexey:
I would expect something like an application including
- a self introduction,
- an explanation why he did not join in the first place,
- why he wants to join at all,
- what his current affiliation is,
- what his relationship to BlackBox is,
- etc.
If we don't know valexey we cannot vote.
In my private and incomplete BB mail archive I have not found any postings from valexey .

So far, 4 of 10 members have expressed an opinion concerning the admission of new center members. OTOH, this thread has been silent for quite some time now.
I propose the following votes for discussion:
1) for the admission of new members I prefer to
* vote before admission
* admit everyone and vote offenders out
* abstain
2) I want
* Alexey as a new center member
* Alexey not as a new center member
* abstain
Are these questions useful for now? Are the options sufficient, or should something be added?
