Issue-#23: fixing bugs in WinApi plus some extensions

This poll is for merging the changes made in branch issue-#23
(fixing bugs in WinApi plus some refinements and extensions) into master.
The changes are as proposed in Helmut's CPC 1.7 rc4 plus some later improvements
as discussed in the center forum and between me and Helmut.
The WinApi module IMHO is in a very good shape now, looks as in BB 1.6,
and I can therefore recommend voting for its inclusion into master.
