CHAR strings for identifiers

In the spirit of "BlackBox" and because of the complexity of secure Utf8 encoding of Unicode I strongly suggest that no reference to Utf8 be exported in any BlackBox module. That includes the module Strings. If the Kernel needs to use Utf8 then keep that use hidden within the Kernel. In place of Utf8 only references using CHAR should be used.
