Against majority rule

I think that there are no reasons for locking this vote...

There are no rules in Center about majorily or smth like this.

Anstain means — I do not against others decide, I will be happy with any of this case.

What do you think?

Members decide issues by vote, with 80% constituting a quorum. Every vote has the option "none of the above". Such a vote is counted for the quorum, but it does not take a side.
Votes are called by the Chair only (who is elected by vote on a yearly basis), whose responsibility it is:
to start a voting thread after sufficient prior discussion;
to make sure that each member is informed about pending votes (at least about important questions);
to make sure that each member voted (Robert: "But only 80% need to vote");
to close the voting thread.
In that case "none of the above" = Abstain. So there are no reasons for closing vote.

According the Doug claim by email, I have unlocked the voting about LISTSERV. One YES or ABSTAIN vote need to be done for "short circuit".
