Issue #20 Communications-Discussion list

This is the first of possibly two votes.
This first vote focuses only on whether an email discussions list should be created by the Center.
The second vote (if the first vote passes) will focus on the interaction of the email with the forum.
All of this is conditional on being able to find someone to do the work to create the email interactions.

The tied is against this vote and the phpBB consultant I contacted does not think it is feasible.
As such I have locked this vote and call it void.
