That is a setting presented to everyone who creates a poll.
Nothing is specified (that I can see) in your reference to BlackBox
that says '0' should be selected or that polls should be never ending.

If that is indeed the agreed upon behavior of the Center then I plead ignorance
of that fact.

When Josef designed the 'stable' rule to speed up the voting process I assumed that all votes
have a finite duration set at the time of poll creation. Obviously, Ivan, you believe that is a false
assumption.

Please, would some other member of the Center please step into this debate and add their comments.

Yes,
I have a mailing list with all 11 voting members on it.
If you look back at the email you received for the Short Circuit Voting measure you can see the list of the other members who also received that email.

it doesn't matter if a duration time is set for a poll or not.
The short-circuit rule (I called it the stable result rule)
can speed up the voting in all cases.

We now have a quorum of 9 votes.
ABSTAIN=2
YES=5
NO=2
The RESULT is YES for short circuit voting.
The vote is STABLE because the missing 2 votes can not change the result.
Hence Short Circuit Voting is now the rule of the Center.
I will now lock this vote.
