Rene was saying that he knows how to register such organization in Europe, however he not answering even for emails.

I agree that getting such an inexpensive certificate is the way to go.
I assume VAT is value added tax and that it needs to be tied to some organizational structure.
Can an open source organization get a VAT number?

As far as I have read, in Austria you can register a "club" ("Verein" in German language)
and opt for a VAT number but only if the club has some commercial activities.
Paying for certificates is not such an activity but an expense covered by donations.
Registering a club is fairly cheap, about 50 Euro one time fee in total
but requires some legal work and if the club has a VAT this would also
require then a proper accounting.
