I tested in Wine. It also give an error message.

Doug, today in the lab I reproduced this bug! I have WinXP sp3 and it only beep and not showing any message.
However this is the same bug if you will use link from 1.6 and put incompatible Converters file from 1.7 to working directory... The same no window with message, only Beep.

Since I am now effectively deaf I can not even hear the beep.

I no longer have Oberon Microsystems BB1.5 on my system.
I have code I developed under BB1.5 but not the official release software.
Do you have a copy of BB1.5 I could download?

the master did not load. No message.
