I just tried it and it is true.
The GitHub Issues are open to any logged in GitHub user.
It cannot be limited to collaborators.
So this really rules out the GitHub Issue tracker and then
there is no need for any vote.

Right.

As I understood, the GitHub issues tracker is more for collecting public feedback from everybody (we need this also). While the Redmine issues tracker is more purposed for project management. That is why it have percentage of work been done, issues can be linked with each other and so on. The interface of Redmine issues tracker looks not so nice as GitHub has, however I found Redmine tracker more professional and fitting to our aims.

I think, that we need a vote to consolidate Center dessision about issues tracker. Rene, please, make such a vote, please.

is definitely a good idea.

The redmine information "percentage of work" is completely meaningless
for our purpose because we don't work on paid schedules.
It is the possibility of limiting access to registered users that convinced me to use it.
It looks ugly but now I don't see any alternative.

I don't think a vote is necessary since Josef has agreed with you that GitHub's public issues tracker is not acceptable for our private development. Unless there is more opposition and until some other alternative is presented, Redmine becomes our official issues tracker.

Nevertheless for me it is very important this vote happens. I spent very much time for technical side of Center and I want to be sure, that I do not wasting it.

Please, make simple vote, for example:
* i agree Redmine to be Center issues tracker
* i do not agree Redmine to be Center issues tracker
* abstain
* veto (Redmine issues tracker make me so sad, that I will leave the Center)

Before that vote must come the decision about what constitutes passage and what constitutes failure of a measure (vote).

I'll wait a few days longer to get more feedback from other members about their opinion of changing the passage/failure criterion of a vote.

That is good idea. Voting process should be clear for everybody.

Doug, please just go ahead with the redmine issue tracker voting.
There is no need to wait for any change in the voting policy.
Apply the rules that have been applied so far.
It is a pure formalistic poll because there is no alternative anyway.

If you want to change the rules, use the old rules
until the change is in effect. Otherwise we block
ourselves possibly for a long time.
