high bandwidth consumption and rate limiting to 64 Kbit/sec

I have received a warning message from EDIS telling me that our server uses too much network bandwidth.
If the limit is reached, we will have only 64 Kbit/sec for the rest of the billing period.
After that period it will be reset automatically to full speed again.
I don't know yet where this high network load comes from but I see an unusual number of guests.
I am sure I have observed this rate limiting already in the past but did not know where it comes from.

Any ideas?

On July 6th the quota has been reset to 1000GB.
There is currently no rate limiting to 64 Kbit/sec but I still observe
very slow responses occasionally and even timeouts from our web server on the Edis host.
The CPU load is quite high and I have seen that there are a number of web crawlers active.
