This voting is about merging the changes of topic branch issue-#58
(fixes in HostPackedFiles) to master.

The changes are based on the proposal in CPC 1.7 rc5.
In addition it fixes an inconsistency with the assumption in DevDependencies that
there are no other imports except Kernel, Files, and HostFiles.
