issue-#68 - option for suppressing Dialog.Beep

In order to proceed with our change list I have created feature #68,
an option for suppressing the beep created by a call of Dialog.Beep.

For the issue see http://redmine.blackboxframework.org/issues/68.

This is a very simple issue and one of the features that I and my users desperately need.
I had to create customized module Dialog for that purpose and would really love to get rid of it.

CPC 1.7 already contains this feature.
For the user there is no change unless the option is used with a non-default value.
There are no incompatibilities introduced in the module interfaces.

Looks straight forward to me.
By the way, when I could hear 10 years ago, I never could get beep to work.
