issue-#66 improvements in StdScrollers

This voting is about merging the changes of topic branch issue-#66 (improvements in StdScrollers) to the master.
Here we add a new function for getting access to the wrapped view of a scroller view.
This function for example used in subsystem Hermes.
Further there is an improvement in View.HandleCtrlMsg which avoid redundant updates.
