issue-#53 support for empty text in DevCompiler.CompileText

This voting is about merging the changes of topic branch issue-#53
(support for empty text in DevCompiler.CompileText) to master.

The changes are based on the proposal in CPC 1.7 rc5 and consist of
changing one < to <=.
DevCompiler.CompileText is an undocumented feature and not used inside BB itself.
The change weakens the precondition such that empty texts are now allowed.
